Established on January 30, 1938 by Chancellor Adolf Hitler, on the fifth anniversary of the NSDAP taking power. The first degree in the gold class was awarded for 40 years of public service and the second degree in the silver class was awarded for 25 years of public service. Awarded, among others, government officials, railway workers, teachers, etc.
